the problem here seems to be that Jefsey is running amok.

On the first of May he wrote:  "May I recall you that you have until tonight 
(May 2nd 00:00 GMT) to nominate candidates. We currently have 68 nominated 
and seconded persons."

At that point in time he had personally nominated all of these candidates, 
and he had apparently also personally seconded all these candidates (as no 
other seconds by any other parties seem to appear in the record anywhere as 
of that date).

Having committed this inpropriety, he then proceeds to notify all the 
"nominated and seconded" candidates by e-mail:

"The nominated and seconded persons will then be directly polled by mail 
about their acceptance, from tomorrow morning GMT. They will have until May 
5th 00:00 GMT to accept their nomination."

When Abel and Hugh and others responded to the "request for nomination 
acceptance" e-mails, they were all under the mistaken impression that someone 
had nominated them and that someone else had seconded their nomination (of 
course, they had no way of knowing, since the full information was not 
publicly available).

Best wishes to you in straightening out this mess.  After two prior 
elections, you would have thought that the Panelists would have had enough 
experience to run a clean straightforward election process.  No such luck.
