I would suggest that you actually read the article in it's entirety.
As your subject line is stretching the actual facts a bit, James.

In any event this seems more of the recent same from the state of
California in it's efforts to bilk the public for more money to pay
off it's gross over spending and lack of adequate state funds.
But of course, California is after all the "Land of fruits and nut's"!
