The entire panel should initiate elections for a new panel if that
happens. I don't think a preemptive resignation of the entire panel,
creating a vacumn, is a good thing.

The point is that there is no longer an "entire panel" in such situations.
We have been there before. The last 3 standing cannot be given authority for anything.

I appreciate your point about the vacuum and this is why an independent electoral commission that takes responsibility for the new elections is so important.

No. Although these should be among the top priorities, I don't
think this limit is good. It may be all that can be accomplished
in 3 months, but if more can, then more should.
I am very concerned to expand the mandate for this panel beyond the absolute minimum.
Let us see how credible the rest of this election goes, but if you want *more*, you owe it to your voters to tell them exactly what mandate you want.

Which polls? There are so many and some conflict with each
other. How about posting what you think those are?
The most important one is that the members voted for a division of Power:

a Polling Commission that can operate independently from the Panel.
They also voted for the establishment of a membership committee, an Executive and a Charter writing Board.

I agree that there is overlap. Some of the questions were posed by different members.
