How do you see this "independent electoral commission"? If you're
proposing some group of members that can call and manage elections
at their whim - I'd be *very* against this. I understand your point
about a crippled panel not moving, but what we have now is something
that we all allowed to happen. It went downhill as we watched, with
no opportunity to step in before self-destruction.
With new rules for the panel, which I'd encourage as their first
action, this shouldn't happen again.

Simply put - the panel should have the mandate to:
1 - listen to the members wishes and act on items they think
important,
2 - formulate positions and ask for votes by the membership on
those positions, then enact those items.
3 - And all of this should be aimed at growing the atlarge and
setting this organization on firm footing.

I have no problem with any of those ideas unless you read "Polling
Commission that can operate independently..." as giving them total
control over calling elections. That should not be their mandate.
Your idea would give this group the ability to (at their whim)
announce an election for any position - and run that election
any way they wished. I'd disagree with this concept.
