It is not for anyone to dictate agreement.
I believe that would be called old style communism that, even Ho Chi Minh 
rejected as ridiculous when he faught with Stalin.

Utopia is a wonderful idea but it ends up crushing dissenters.  This is a 
very bad practice indeed.
Boards or Panels just simply need to vote. Majority wins. Consensus is for 
polling period, end of story. Do not confuse the two.  Consensus is amoung 
constituents, decisions are made by vote.
