RE: [atlarge-discuss] Questions for all candidates



Thank you for the clarification.  I have some minor difficulties with
some aspects of the answers.  Am I to understand that the only
"meetings" that have been attempted have been by a MAILING LIST?  I have
been a member of several large online "communities in which it is
regular practice to assemble for organizational meetings online at one
place and time, given sufficient advance notice for all inte3nded
participants to agree to meet.

In the vent that personal situations arise which prevent all intended
participants from actually arriving online at the appointed time/place,
the Motion to Adjourn may be made and seconded and the meeting
rescheduled, just as any RL (real life) meeting.  

As to the situation occurring as you describe where a minority of
remaining "Panelists" attempt to block progress, this would be a simple
matter of making sure that any Panel position which becomes open due to
a resignation or any other reason is immediately filled by an Alternate
and a Special election is initiated to find a permanent replacement.  In
fact, the Panel could be mirrored with an entire Alternate Panel
standing in reserve for just such purpose.

Yes, I agree that the nomination and election process would seem to
leave much to be desired, considering that I received an initial email
describing the beginning of nominations, but by the time I garnered some
initial support, the process had passed a deadline date.  AS for the
selection and election of an Electoral Commission, the very small number
of individuals suggested (3) would be a major concern to me personally
in light of the global nature of the organization's potential and
charter.  Just some random thoughts on my part with no offense intended.

Perhaps a clarification of my questions is needed.
Since the Panel has no specified physical "meetings" but only a
cyberspace 
"meeting" (mailing list) of indefinite duration, an individual member 
cannot "adjourn" anything. Only the chair could.

When it has become clear (say 3 successive attempts at a panel -vote)
that 
participation has sunk below quorum level, the only option open to a
panel 
member is resignation.
If there still would be a Chair, this Chair would have to call for 
dissolution of the Panel and new elections.
(Another reason why an *independent* Electoral Commission is essential)

I am referring to the situation that plagued the old panel, where 
participation had dwindled to   3 members out of 11 and the last 2
members 
did not resign, thus claiming a "panel" authority they did not have.

The short mandate is for reason of the very flawed nomination and
election 
process that is being followed.
The current nominees must gain the legitimacy of a proper election
a.s.a.p.
3 or 4 Months should be enough to agree on election rules and elect 3 
people as an independent  Commission and then leave the legitimate Panel

election (with a 12 months term) to that Electoral Commission.
