Several of us had wanted to do this, but no one ever stepped up to provide

That was already our procedure. But we had a mass exodus of Panel members,
and all but one of the remaining alternates refused to serve. What then?
Our only choce was procede with three Panel members we had, but limit our
authority to holding the election only. We thought this was a reasonable
compromise solution, given the circumstances.
