I am not sure there is one set of rules, understood by all to be "the set"
of rules.

What I am sure about is how other organizations require you to have
"worked a bit" before being given a position of any authority.

What I am sure about is how other organization require an individual to be
vouched for (either formally or informally) by an already known member.

What I am sure about is that while other organizations allow "newbies"
to join committees, their bona fides are verified BEFORE they get involved
with things...
