[atlarge-discuss] sunrise? and questions for the ballot

IMHO this is exactly the right spirit we hope from all the candidates. To take care of the users, not that much from a very few @large members who forget they represent the users...

To hel, so far I have listed questions for the ballot as roughly follows:

- you want to be considered as an at large member of the ICANN community, or of the global internet governance?

- you want our organizational structure to a adopt a style centralized, federal, confederal?

- should we have a single organization, unit member organizations, have national members associations, have specialized member organizations, have parties?

- should the Panel be a decision structure, a catalyst using motions and MoUs?

- should the Panel be a "do it all" Panel or coordinate different committees?

- if we have committees should they be chosen by the Panel, self selected, elected by the Members, could they be supported by open WGs?

- Areas responsibility of the committees, membership, constitution (incorporation, charter), polling, executive (ext.relations, positions), finance, website, management of xxx.atlarge.ws sub-DNs, press and public relations, legal, mailing list sergeant at arms, ID control, World Submit on Information Society? user systems technology?

- when committees and structure are etablished/elected, the Panel should be reelected, should keep stabilizing for on year, next Panel should count 11 Members, next Panel should count 9 Members, next Panel should count 7 Members, next Panel should count 5 Members?

- best practices: we need a committee coordination list, only watchdogs cannot be a candidate, Polling Officers can be reelected, Self Nominations are permitted?

- we have to organize our democracy. Should we have: WGs open to all and proposing, committees elected and documenting, major motions voted by members, the Panel arbitrating conflicts, an on-going monthly questionnaire?

- our votes or monthly questionnaire will concern: elections, votes on motions, straw polls on maters of interest, answers to influence the net industry?

- the votes should annouced by e-mail permiting at least to click and vote (online); to mark and reply (offline), to access decision documenting links, reminders should be sent?

- relations with external entities - should we have: a WG per type of external relations, relations with ICANN, presence in the ICANN's RALO process, relations with ccTLDs, relations with community SLDs, an interface with the GAC, an interface with ITU?

- to protect the ownership of our list, web site, DN. we need to incorporate. Should we: look for more than a shell structure, consider the tax exemption aspects, chose USA for tax exemption, chose France no tax no paperwork, run a comparative questionnaire?

- we need some organization culture: "resignations: next in line takes over", "next in line: maximum 2/3 of the list", "quorum: 2/3 of the committee member", "committee: one second calls a vote", "membership: ten seconds call a vote"?

- as an @large member do you want to be involved in WG on: DN registrant rights protection, protection of the privacy, e-environment human rights, digital divide, kid protection, wi-fi right protection, community/specialized SLD interests, small business constituency, Uniname, internationalized domain names, multilingual domain names, use of languages among the governance, user technical interests protection, local communities animation, proximity Internet, atlarge.ws sub-namespace management and servicing, DNS evolution, an ITU WG on the Internet, World Submit on Information Society.

Please send questions. The problem is that I need to keep the whole ballot undr 8K because there are many system which refuse 10K mais and there is a lo overhead in a mail.
