Tight control of misuse of information, no more people using the network
as the ultimate shield of identity for illegitimate purposes, and an
overhaul of the DNS protocol to allow for more flexibility and no
restriction on the number of root zone servers.

SPAM must definately be supressed. Killing SPAM will allieviate most
scams, for the others it would be nice to have a user-based rating sytem
that would filter out domains/systems/users who function only to conduct
scams. Monopolies are dangerous, but if the monopoly exists to keep a
standard and is doing no harm then exceptions should be made. Child abuse
and terrorist websites are sensitive issues freedom of speech still
applies to allow them to operate, however a standardized content
rating/filtering system that could be implemented by ISPs would be a
solution that would allow for selective isolation. Any website functioning
as a terrist website should be reported to governments of the country in
which the user that discovers it resides, as well as the country the
website originates. The other issues pose less of a threat, but are still
not appreachiated by some, with those I think they should not be
intervened with, they are valid (but yet ignorant) means of social
expression. If a user wants to view such material, let them, but I hold
firm in my desire for a universal content rating system.

Majority should control in most situations. Leaving decisions in the hands
of the elite can easily lead to corruption. I see the panel as a form of
representative government, the panel is sort of the "elite", but with the
intention of representing the membership as a whole.

Similar to the ISOC. Centralized for administrative functions, but with
numerous branches meeting in the physical world. We can not limit
ourselves to e-mail and other electronic communication. For a successful
organization we need to be able to actually have meetings, and get live
input from live people.
