Allow me to throw some light on this and simplify the matter. The first
panel was less than 11, I believe 7, but it didn't work. Why? Because one or
two went on road trips, another one or two lost interest and one or two had
limited online access or availability. It became impossible to find enough
people to make a quorum and everything ground to a halt. No doubt Sotiris
can flesh out the details should anybody need further confirmation.
I set up the next election prior to standing for election, and made the
proposal to increase the Panel number to 15, on the basis that we needed to
build in some redundancy for folks who couldn't continue for one reason or
another, or needed time out. The magic number was 15, intended to match the
(then) 15 member ICANN Board, like for like. The (then) current Panel agreed
would be necessary, but Vittorio, the then Chair, felt 15 was too many and
made what i believe to be an arbitrary decision to go with number 11. I'm
not sure it was ever agreed formally, certainly the electorate were never
asked.
The membership just want the Panel to work, however many members are
necessary to make that happen smoothly and I'm not sure it's wise to ask the
passengers on this train how many conductors they should have, when all they
really need to decide for themselves is where they want to go and possibly
the route taken to get there. This is an internal housekeeping matter IMO.
By all means ratify with the membership in due course once it is established
what works, but at this stage, I don't think it's a question the membership
can answer, so why ask them.
