Let's be clear.  Policy adopted by this group prior to the last election
mandated that if a Panel member resigned, the next person in line was
elevated.  I was voted #12, so when Joanna Lane resigned from the Panel (for
good cause, if you'll remember, given her circumstances) I was asked if I
would, in accordance with established procedure, agree to serve on the
Panel.  I didn't push my way in, I was invited nder what passes for our
current rules.  You as much as anyone else are responsible for us not having
bylaws down on paper that more-succintly handled the issue.

You are trying to judge this process by European Parlamentary rules.  In
this country, we don't "dissolve a government" when a leader resigns.
Instead we have an order of succession, as in this case.  It is a much more
stable process than throwing out the whole government over one leader's
resignation!  If you'll remember, this parlimentary process was
remanipulated successfully by Adolph Hitler to gain power by forcing
election after election until his party had a majority.  I far prefer our
method!

That's BS.  Get your facts straight.  Joop was the one that mass-seconded
the nominations from on HIS rogue operation, because he couldn't determine
who seconded them!
