Unfortunately Richard, the "spanner in the works" is that the Ballot did 
not
contain an item asking the voters to decide whether they wanted the 
Polling
Booth to be "the source of authority for this organisation."  (I just
reviewed all the Ballot questions to make sure.)  So there can be no
*mandate* for such a momentous change; it is solely up to the elected
Panelists to decide on that course if they so choose.

And this is a reasonable proposal for the Panel to refer to the 
membership
for an early decision.
