Dear Sotiris:

I voted in favor of committees being administered by the Panel.  That means
that the Panel should organize the purpose, the mandate, the election and
the term of the committee.  The Panel should also determine when the
committee has properly and satisfactorily completed its work.  But, the
Panel should not, and must not, appoint itself or one of its members to
chair or control the activities in any way.  The purpose of working
committees is to independently carry out tasks set by the Panel, and to
report back, not to be under the control of or chairmanship of a Panel
member.
