I am sorry to contradict. The Panel we elected was 11 because Vittorio 
decided it that way. The Members answered  the questions asked by the 
Members. No one ever proposed to ask if we wanted more than 11 and no one 
proposed to ask it the Panel should be less than 5. Anyone could have.
The Membership has clairly stated 11.
