I have to admit, I find this identity authentication issue to be quite interesting. I have a few points I wish to make with respect to Paypal: I do not think it is a foolproof method of identity authentication, but it can be effective when combined with other methods. But, I will say that it is at least trustworthy to some extent, whereas a mere phone call or photocopied and scanned identification materials are not. I like the idea of Special Delivery mail. I also think that a digital certificate is another good way to check identity online and may actually be the only real answer to this issue if there is one.
There is one further thing I wish to comment on. The issue of someone using someone else's Paypal account to verify themselves. In the case of Mr. Joe Bordo I think it would not be wise to set such a precedent. Not because it would not be a good idea to put much trust in an individual who is sixty years old and does not have a bank account or credit card in his own name. Rather this could set off a spate of such proxy identifications which can lead us to no good end. I am not so much concerned with the question of whether or not Mr. Bordo's mother knows her son is using her Paypal account. I am more concerned with the idea that this may have a negative impact on proper personal authentication of individuals in the future. It may lead to a relaxed and too flexible authentication scheme. I am wary of people who use the identities or good name of others to establish themselves.
Perhaps I said too much. But that is what was on my mind.

I just want to remind you that technically speaking, you did not send
anything to Joe G. Bordo. You sent it to his mother and she is not a
member of this organization.

Fascinating indeed. Much like your sudden appearance out of nowhere, I
might add. Forgive me for wondering, but why all of a sudden do you
appear out of the blue and take such an active interest in this
organization? Tell us a litle bit about yourself, please.

The time schedule is set, the Committee is not finalized yet, there may
yet be others who want to join it. It's nice to see you with such an
apparent appetite for work, we'll see how you perform (or not) in time.
