I would agree with your conclusion if the cerification committee had
been an appointed or established committee with "rights" to do such a
search.

However, the committee was impromptu organized by the members themselves
and relied on moral persuasion as Joey reports correctly:

In that light they had not right whatsoever to do a search for
credentials of any candidate and since you did not forward the
information at that moment in time you missed an opportunity then and
there.
