The confusion comes from "on the table" as in, "here is my offer on the
table" as opposed to the US expression "tabled" which you correctly
interpret as laying the matter aside because it is incomplete.

You may want to review the Best Practices documents which I wrote together
with William Lovell, attorney at law. They start with a series of
definitions of commonly used words, although I admit "tabled" is not amongst
them, but they explain the difference between what is a motion and what is a
proposal, who can make them and so on. The whole thing is attached to a
timeline which ensures debate does not get bogged down by filibusters, and
so that everybody has an understanding of what is going on. These procedures
expand on and adapt the Roberts Rules of Order for an online assembly. At
the time they were first written, now going back nearly 2 years, they were
considered for ICANN's GA and later adapted for the At Large. I can tell you
they work extremely well, having tested them out here a few months ago. I
