Jeff: We do need a Panel. According to the most recent polls, the
membership would like that Panel to be made up of the eleven candidates who
received the greatest number of votes. Because very few of those elected
are known to the membership, and some have failed even to respond to
requests for confirmation of their actual existence, there is doubt in some
minds as to how they can become a part of our leadership team. To give the
elected Panelists time to correct these deficiencies, the seating of the
Panel was delayed by 7 days until 00:00Zulu on Sunday June 8th, 2003. It has
(reasonably, I think) been widely agreed, through postings on this list,
that all elected Panelists should be verified as actually existing and be
the person that they claim to be. Also that they are willing to serve, and
are prepared to introduce themselves to the membership through a post to
this list. Failure of the Panelists-elect to meet these simple and
reasonable requirements within the 7 day time frame would lead to
self-disqualification.
In view of the fact that there are still a number of Panelists-elect who
appear to be non-existent or non-responsive, a group of members has
volunteered to spend the last day of that grace period making a serious
effort to contact all Panelists and to undertake that verification on behalf
of the membership. If that group does its work diligently and there are
still not 11 verified Panelists by 00:00Zulu on Sunday, the vacancies should
be filled by those candidates who received the next highest vote count. The
replacement Panelists will have to meet the same verification requirements
as members of the original Panel-elect.
This should result in the seating of a Panel of real people, elected in good
faith, by members who have willingly accepted and used the voting method
offered to them.
This is the best chance yet that we have to move forward. If the Panel that
we seat does their work well, we could soon have a constitution in place to
make all future elections less controversial and a foundation upon which to
build our organization.

While I may have lost something in the translation of that proverb, I
absolutely agree that the full Panel has NOT been installed and at this
point does NOT contain sufficient verified Panelists to make up a
quorum.

Initially the sum was 48, as many other times I have requested that
the Watchdogs is expressed as "commission" and not in particular
declarations. The Poolling Committee also delayed its expressions.
Finally all have accepted the numbers to give a closing point to the
topic and to begin to work, or at least that waited. For that seen the
topic it continues in the table the same as the ghosts that have never
appeared, have never participated and they have not responded any
consultation for e-mail.
I have already given my vote of trust and as many, I also have my
doubts and observations, but it cannot put on the cart before the
horses or, like they perpetrate other, putting stones in the road to
be continually. And we should arrive to an agreement point. They know
my concerns and I have decided to stay to the margin of the circus
waiting the beginning of the hard work. But to reach an agreements
doesn't mean to allow to pass panelists ghosts or circumstances like
those that many have outlined where have been overturned to the list
very aggressive and negative attitudes.
To those who insist in the unnecessary confrontation, the aggression
and the jeer (Proverb): "So much goes the pitcher to the reservoir
that ends breaking".

which
indicate that Mauro Demian Rios recieved 47 voted. My own count
reveals a
different total (49), and I would appreciate it if the Watchdogs could
review my
accounting (posted below) and explain the discrepancy. Thanks.
