Joop Teernstra has introduced "3 Motions #2003N" in which he cites a "need" 
for a members-only mailing list, and a "need" for a list where non-members have 
no posting rights.

Joop feels perfectly comfortable posting to the Non-Commercial Constituency 
discussion list which has no such restrictions -- that list is open to members 
and non-members alike -- yet he feels the "need" to exclude non-members from 
this discussion list.

Let's be clear.  Other than myself, there are no other non-members posting to 
this list.  This is a unabashed attempt to silence me.  What exactly does he 
fear?
