Watchdogs are only a first line of defense. They are neither
necessary, nor sufficient in order to guarantee the integrity of a
vote. Instead, key elements for an integer election process are
these:
- Every participant needs to be able to verify the list of voters.
- Every participant needs to be able to verify the corerctness of
any calculations or counts done.
- Every participant needs to be able to verify that his own vote has
bee included properly.
