Joop,

Sorry to have to disagree with you yet again.  Motions and amendments need 
only the benefit of a regularly scheduled meeting during which time such matters 
are resolved.  This is the pattern in virtually every organization worldwide 
that meets either physically or by teleconference to get its work done... and 
yes, this includes the Names Council, every single Task Force, and the ICANN 
Board.  They all use this pattern because it works, and because it allows for 
an agenda to be posted in advance of the meeting so that people are aware of 
upcoming initiatives and thereby become empowered to lobby their representatives 
to pursue a given course of action.

Teleconference bridges can be provided for free vis-a-vis the GNSO 
Secretariat, so the only concern is whether Panelists in this organization would be 
willing to pay for their own telephone call charges to connect -- surely this is 
not too onerous a burden for those that would lead this organization?
