Here in Australia, registered mail sent to a PO Box can be signed for by
the owner of the box and may not be a guarantee the addressee signed for
the mail. If the registered mail is sent person to person, then the
person signing for the mail has to be the one it is addressed to. It
may or may not be the same in the USA.
