Panel resolution 2003 #2

That the chair on behalf of the membership and new panel expresses
gratitude to the leaving panel for her past work and the organization of
the election, that special gratitude is expressed to the ad-hoc
verification committee and watchdogs with a special thanks to Thomas
Roessler for his work as such. Motion tabled by Abel and seconded by
Andre and Gilbert
