Neither time or money are actually good qualifiers, as the traffic on this 
list shows.

I agree with those who have proposed a two-tier (or better a two-phase) 
membership structure.

Our self-organization effort via a mailing list simply does not scale to a 
mass movement.
What we are doing here is building the structure that could possibly 
accommodate a mass movement.
A thousand members attracted from around the world are not unrepresentative 
or insufficient for such a building undertaking.

Allowing the public on a construction site is neither good for the public, 
nor for the construction.
