We all pay for participating.  Fact of life.  However, this organisation
can't levy taxes on all so a membership fee is the next best thing.
Everyone could join and participate but unless a membership fee is paid,
they couldn't become part of the management structure.  Nothing
insiduous about it, just another qualification such as having the time
necessary.
