Just two comments, points of clarification as to several points raised

If a member states they want to do "X," I would think before it, whatever
it is, was begun, the Panel would need and want to know the "details" to
ensure they "agree" with not only the expected results, but the steps to
be used to get there.

has already been given a mandate - just because it did not come wrapped in
"formal-documentation" does not make it any less authoritative.

   ...been there done that!

I have already submitted three or four versions of a Mission Statement,
one of which still resides on our forum (although, that one is too long),
and two or three versions of ByLaws' Table of Contents as a form of an
outline as to what we might want to include in our ByLaws.
