Dear Abel,
your proposition does not define a committee.

Responses to questions by the Members tend to indicate
they favor:

- Members elected managing specialized committees
- liaised with a coordinating Panel via one or two Panelists
- assisted by an open specialized drafting focus group
- with main orientations adopted by Membership votes

Is that what you have in mind?

If yes the role of the Panel seems rather simple:

- to define the different committees
- to open candidacy regisrations
- to act as a Polling Commttee for the election of a
  Polling Committee
- to help the normal democratic process develop
- each committee to open its focus group and work
- and to present their contributions to the Membership's
  vote

Previous experiences tend to show that the Polling
Committee should carry an automatic process,
independent from pressures. Running elections by
the yearly calendar.
