The Panel cannot change the number of members that integrates it without
consulting to the members, on the other hand, the members gave its opinion
in the elections and they decided that the panel should have 11 members.

consultar a los miembros, por otro lado, los miembros dieron su opinión en
las elecciones y decidieron que el panel debe tener 11 miembros.

"next Panel should count 11 Members = 72 votes (53%)
next Panel should count 7 Members = 28 votes (21%)
next Panel should count 9 Members = 26 votes (19%)
next Panel should count 5 Members = 10 votes (7%)"
Total = 136 answers (votes)

And the members also decided to maintain the Panel 1 year, although
voluntarily several elect panelists have declared to abandon the seat much
before.

please consider this.

there are some in the panel who think that, in case of vacancy, the
candidates who garnered the next number of votes in the elections be deemed
elected.

there are some who are not in favor of this and yet acknowledge that the
result of the poll incorporated in the past election indicate that the
membership chose this method.

still, there are others in the panel who think that the mandate (step up) is
not very clear or conclusive. there are others also who simply cannot accept
this method. in fact, there are some who favor not to replace vacancies and
instead reduce the size of the panel.

now, there has been no vote on this but i can very well sense that there is
no consensus. in a situation like this, can you blame us if we throw this
matter back to the members?
