I think tying fees to local economies just ends up basing influence on
regions, so I think this should be discounted.
Voluntary contributions are I think the best way. Before people will donate
they need to know that the funds are going to be used correctly. A simple
statement of principles should be sufficient, principles that stand solid
and are not revised every time someone gets a pet project. This would avoid
any purchase of influence and keep things on course.
