Hello Hugh:

I cannot agree with you.  You, as a Panel Member, are
charged with the duty to get on with the business of
organizing this group.  We elected you to represent
us.  You are at risk of becoming mired in the minutiae
of running to us (the general members) for every
little detail and guidance.  We elected you, that is
bottom up.  We can also elect you out, which is even
more proof of bottom up.

We do not need motions from the general membership. 
We need motions from our elected Panel.
