Walter & Michael,

In light of my earlier posting on this topic (ok rather lengthy) i
placed my self on the believe that panel members should not have the
right to oust other panel members. Based upon the presumption that
chosen representatives can only be dismissed by those that put them in
their position in the first place.

Following this it takes a motion for a vote of no confidence to start
such a process, then when sufficiently supported (numbers to be
determined) a vote is put to the membership on whether they agree with
this proposal or not. Once they agree the panelmember is replaced (or
the complete panel if the motion is aimed towards that).

Following your reasoning the panel is at power to oust a collegue and
replace him at will.

This in my opinion is not a very democratic way of doing things.

I think the trust you place in the panel in this matter is a compliment,
but also a grave risk for setting a stage where everything can happen.

I would sincerely like to know upon what your posts are based.

Kind regards

Abel

Hello Abel:

The Panel does not have power to replace panel members at will. They have power
to
oust a panel member for specific reasons, one of them being for non-
participation in
panel business.

To a certain extent panel members have the right to govern themselves. There is
a long
precedent regarding this procedure including the United States Legislature, city
councils,
planning commissions, school boards, and the like. Their internal laws are
quite specific
regarding censure, removal from office, and appointing a leader. It is not
unreasonable to
allow our own Panel the ability to do so, as well.
