We agree on that. However normal courtesy would call for Sebstian to be 
collectively warned by his peers. Also the fact that the Panel got a 
confused debate (if I understand well) on the issue makes clear that this 
issue is not clear for every Panelist, and therefore it may not be clear to 
Sebastian. Last but not least, I had myself to be patient to obtain the 
acceptance/resignation of the candidates after the vote: what a candidate 
desserved, I suppose that a Panelist desserves it too.

Considering the number of times Sebastian did not vote, a simple procedure 
should be a mail from the Chair (on behalf of all the other Panelists) 
telling him that the Panelists and Members understand his silence as a de 
facto desinterest or resignation so he will be replaced three days from now 
if he does not give another explanation. Some decorum is needed and a 
response must be formally demanded: the Panel creates here a jurisprudance 
and we do not want that any (rotating) Chair may start firing any other 
Panelist in the future.
