[atlarge-discuss] Replace MIA Panel member



@Large and Panel members:

There is no need to argue this issue.

All Panel members were made aware of, and accepted, the rules of attendance and voting.

No one has to remove Sebastian Klein... he has automatically resigned by failing to attend meetings and vote on issues.  The limit to missed votes was set at three, Sebastian has voted only once and failed to vote eight times.

All the panel has to do is acknowledge the fact of his resignation and appoint Mauro in his place.

If the Panel announces their intention to take this action, and the general response is agreement, then there should be no further consideration of this issue.  If there was a massive public outcry against the action, then I could understand the Panel polling the membership.

At this time the Panel should simply advise Sebastian of his automatic resignation, and invite Mauro to take his place.

Let's get on with the work.  The Panel's job is to serve the purpose for which they were elected, not to get involved in lengthy academic discussions on the relationship between democracy and efforts to baby-sit a non-performing Panelist.
