I make a motion that the general membership be given a ballot of no confidence regarding Andre Rebentisch. The following is a sample of the wording of that motion:
Whereas Andre Rebentisch has publicly stated that he is not obligated to participate nor vote in panel business and feels that it is all a waste of time (http://mailman.icannatlarge.org/pipermail/panel/2003-July/000932.html), I cast a vote of no confidence regarding Andre Rebentisch.

I think my sentiments about this panelmember who also despite voting for
chair-rotation has not taken up his obigation to do so, without giving
any reason (simply no reaction) are clear.
