I see no objection to this concept.
There shall be ?????? # of moderators that are not a part of the panel.
However, in defference to the duly elected panel they shall select
the moderators.
The moderators shall, after being appointed act with indepedence.
They shall be recalled in the same manner as further determined
for panel members.
Their objective shall not be censorship but help in understanding.

Civility is something we are all learning to get.
