The right perfect answers are forthcoming.

You see, the problem really still abides in bandwith
for developing countries.  Yes a person from Seoul may
speak english but maybe Spanish or French or German.
If they can seek a seperation then can more quickly gain access.
Think of the cost at an Internet Cafe.
Accessibility is a primary goal - both financially and through reliability.
I think your premise a good thing.
