I appreciate your involvement in this matter, but must point out that instead 
of allowing a necessary period of time to fully and properly discuss all 
elements of a given issue the Panel methodology is such that some motions are 
almost instantly brought to a vote (with votes being cast almost immediately).  
There are already seven votes to ban Jeff Williams, and I am not aware of any 
Panel member that has picked up the phone and that has actually spoken to Mr. 
Burr (unless I missed an email somewhere).

There is a difference between expedient action and a headlong rush to 
judgement.  Of what value is raising my considerations to the Panel when they have 
already cast their votes in this matter?  Panel methodologies are in need of 
some work -- even the ICANN Board discusses an issue to a greater degree than 
what is evident on your Panel list.
