Dear @Panel and @All,

In all the organizations, of any type, they exist times for the
organizational activity, mainly for the discussions and the taking of
decisions.

As a horse around a treadmill, in @Large the topics never finish discussing,
we give turns around each topic without stopping. The votings are standby
or, worse even, the results are not communicated formally.

I am not a panelist :X, but I propose to the Panel that makes his this
proposal or a similar one to return @Large the capacity to be executive,
capacity that has lost or that never ended up having.

This proposal doesn't seek to be part of the statutes, but simply an
instrument to work more comfortably and in an expeditious way, until the
statutes exist.

Proposal for the discussion topics in the Panel:

- The Chairman will communicate the Panel or the members the opening of a
discussion topic.
- It will be considered a new topic to the I outline of any member that
requires to take a resolution in this respect. This resolution will be able
to in fact be that it doesn't concern to the Panel to solve the outlined
topic, in this case, the Panel will put to consideration of the the members
the topic.
- The discussion will remain open a minimum of 5 days, concluded this
period(term), the voting will be made among the members of the Panel, being
approved an option by 2/3 of the votes.
- The discussion period(term) will be able to extend if two or more members
request this way it, this extension of the discussion term will be of 3
days. One won't be able to request extension of the period(term) in more
than two opportunities.
- In exceptional cases, determined by the unanimous voting of all the
panelists, will be able to extend the discussion term to 20 days.
- The votes of they will carry out in a public way in the list.
- All the motions will be published in the website of the organization with
the result of the voting.
- The resolution will be communicated formally to the members by the
Chairman and it will be effective immediately, the own Panel will guarantee
that it is executed and apply expeditiously.


Let us have some pity with the members and let us give him some sense and
order to so many words published in the list.

[ES] En todos las organizaciones, de cualquier tipo, existen tiempos para la
actividad organizacional, principalmente para las discusiones y la toma de
decisiones.

Como un caballo alrededor de una noria, en @Large los temas nunca se
terminan de discutir, damos vueltas alrededor de cada tópico sin detenernos.
Las votaciones quedan standby o, peor aun, los resultados no son comunicados
formalmente.

Yo no soy panelista :X, pero propongo al Panel que haga suya esta propuesta
o una similar para devolverle a @Large la capacidad de ser ejecutivo,
capacidad que ha perdido o que nunca llegó a tener.

Esta propuesta no pretende ser parte de los estatutos, sino simplemente un
instrumento para funcionar más comodamente y de forma expeditiva, hasta que
los estatutos existan.

Propuesta para los tópicos de discusión en el Panel:

- El Chairman comunicará al Panel o los miembros la apertura de un tópico de
discusión.
- Se considerará un nuevo tópico al planteo de cualquier miembro que
requiera tomar una resolución al respecto. Esta resolución podrá ser
precisamente que no compete al Panel resolver el tópico planteado, en este
caso, el Panel pondrá a consideración del los miembros el tópico.
- La discusión permanecerá abierta un mínimo de 5 días, finalizado este
plazo, se deberá efectuar la votación entre los miembros del Panel, siendo
aprobada una opción por 2/3 de los votos.
- El plazo de discusión podrá extenderse si dos o más miembros así lo
solicitan, esta extensión del plazo de discusión será de 3 días. No se podrá
pedir extensión del plazo en más de dos oportunidades.
- En casos excepcionales, determinados por la votación unánime de todos los
panelistas, podrá extenderse el plazo de discusión a 20 días.
- Los votos de realizarán de manera pública en la lista.
- Todas las mociones serán publicadas en el website de la organización con
el resultado de la votación.
- La resolución será comunicada formalmente a los miembros por el Chairman y
estará vigente de inmediato, el propio Panel garantizará que se ejecute y
aplique expeditivamente.


Tengamos un poco de piedad con los miembros y démosle un poco de sentido y
orden a tantas palabras publicadas en la lista.
