Dear Mauro,
I see what you try to propose. Did you ever considered a Wiki? Anyone can 
create a page and anyone can post on it. Far less band consuming and far 
more readable than a Forum. Works well for small group like the Panel. It 
is also off the shelves.

This is this kind of approach I had asked Vittorio to develop last year in 
PHP to address specifics of a Panel.
1. you maintain a page per topic. Chair may decide to merge them.
2. each Panelist can post on it - adding to the comon text, not different 
posts like in a forum.
3. each Panelist can maintain a position link to a page of his own 
detailing his positions
4. each Panelist can maintain a vote on the pending motion.
5. decision is reached when the majority of the Panelist said yes or at the 
end of a given period if the quorum is met.
This way everyone could see what each of the Panelist said and voted. This 
system could be extended in having for information Members links and straw 
poll.
