Firstly, one reply to the list is sufficient :) I get both at the same
time :) (just a side bar your honour :)
To your question(s):

Providing a representative number comes up, the membership, but it will
be in that case verified with a real vote.
This to prevent numbers degredation to for instance this grade: 1000
members, 200 active, 80 participating in poll
You will agree that the question where members and panel differ will go
to a full vote in that case.

In all honesty, I have no idea what will be in the first poll, all I
know is we are working out the elections for that comm, once instated
they have the rules you read to go by, hopefully with a working set of
by-laws to support their workings furtjer and that is about the extent
of my participation in it. I will be interested in all questions and
work along the lines of the outcome.

The membership at all times has the right to "over-rule" the panel,
either by a vote on a topic, (if poll indications are that such would be
a good idea) or by sending the panel out or members of the panel.

It is not vague, it will not be made vague. It will be as defined as
possible, if you read the current charter you will see that we have
tried to leave as much freedom as possible with the comm and have set
rules for watchdogs to be very powerfull, we have defined as broad as
possible the mechanism and who can be on that comm and the remainder
will have to be worked out in the by-laws, we can not have any comm or
the panel above the by-laws, so that is the best place for such far
reaching decisions.
And in the case of 600 out of a 1000 members paricipating and 80% voting
aye, the panel will not need a vote to follow the ayes.
Only in the case where there is less then say 15% (just my thoughts, not
discussed on the panel yet and should be part of the by-laws)
participation and an outcome of less then 80% there might still be a
strong indication but that needs to be verified by a vote. Which the
panel will write out asap after such a matter arises.
If 5% participates and 60% says something I would see that as an
indication but no more then that and weigh the merits. But I emphasize
that such is my personal opinion, the topic is not yet on order, but
will be soon I hope.
