Richard, you have the wrong question because you don't
understand the intent. Here's how I see this happening:

1 - 3 members of the Panel worked to refine this draft
    for the PC to work under
2 - the Panel is being polled (not a formal Vote) for their
    opinion and input. 
3 - after the full Panel has had their input, this will
    be presented to the entire membership for the same input
    and eventual approval.

So there won't be any divergence between Panel and Membership
"opinion", the Membership will be the final approving authority.

Something this important clearly needs to be approved by the
full membership. But getting to that point takes a bit of time.
Hang on, keep reading our archives, and hopefully in a few days
this will reach the entire membership for their approval.
