[Ich weiss nicht, inwieweit man German "government" woertlich nehmen

The German government has halted its investigation of Yahoo regarding
online auctions of Hitler's "Mein Kampf." A government spokesperson
explained that Yahoo was merely a service provider and did not itself
offer the book for sale. From a prosecutorial standpoint, since Yahoo
was not fully aware of the Nazi content and could not take steps to
prevent its sale, it could not be held criminally liable for
incitement to racial hatred.
