I don't like the idea of using second-level domains in the way you propose. You
could not distinguish between a second-level domain which is owned by one person and
a second-level domain which is open for thir-level domain registrations.
But we could use the country-codes for all new top-level-domains
.nl.shop
.fi.shop
.de.shop
.eu.shop
.us.shop
.??.shop
You only have to block all 2 character registrations.
