I think we should consider two point of view:
The 'traditional' meaning of ccTLD would lead to think in having, under a
specific ccTLD, well confined purpose of registering domain names related to
activities to some extent related to the TLD country activities.
On the other side we all know that for many small 'island' TLD this is not
more definitely true because they mostly looks like gTLD rather then ccTLD.
The potential '.eu' ccTLD falls in between and have some benefits like:
- It is a ccTLD which holds - by its nature - a gTLD audience and this will
have the same relief effect as the new gTLDs
- It is out of new gTLDs battle and this will save ICANN of the burden and
exposure for choosing some entity to give out a gTLD class TLD.
The 'hot potato' is now in hand of UE which will have to create an entity (or
choose an existing one) for receiving such delegation.
- Its targeted area of influence is wide enough to be viewed as the 'european'
version of '.com' and this will, to some extent, make any complaint about
US dominance a little bit more difficult to assert.
Now, I think we will see some sort of battle inside UE and maybe a good
choice would be a shared registrar system with each national ccTLD as
partecipants. It would be nice if a new SRS communication method would be
developed on purpose as an 'open' standard (no fees) instead of having to
use the NSI one.
BTW, I do not personally think that merely 'extending' the name space is the
solution to DNS current problems but I think that '.eu' is anyway better than
a poorly selected new gTLD.
And the process of selecting new gTLD seems it is going to be a very
very delicate topic.....
