[ICANN-EU] two roots

this topic has probably already been discussed, so the only thing I ask
for is a link (I don't ever know exactly what to look for)

suppose, one day, a main node owner decides to build a root of itself with
the same structure as the official one. (kind of "war"). what happens ?

in a tree structure, I see, but on a web one ?
