Rumors have it that delegation won't be until well into 1998, perhaps
not until June.

According to Dave Crocker, formerly of the IAHC and the IPOC, they were
to be delegated tomorrow.

According to Bob Shaw, currently of the POC and the ITU, speaking at a
conference yesterday, they have not been requested.  And, he says, it
does not seem likely that the US government will make up their mind
what to do about this any thime soon.
