the "big-registry" models like .biz would go part of the way towards that.

what we know is that we've tried the vertical model with one supplier 
(NSI), and did not like the result.
We tried the horizontal model with one registry, and liked that better.

Personally, when we have already decided to run only a few experiments in 
this round, I don't see a compelling reason to experiment with the vertical 
one.
