Yes.

It won't help. ICANN has to maintain some lists of names and numbers. They
have to guess the need for address space in every direction incl. the
development of countries and regions to keep the address spaces continuous.
(Easier to remember, implement and management).
Are you familar with the limitations of address spaces regarding autonomous
systems? (sorry for copying your style) Besides the diversity of routing
tables there are only 16 bits for AS numbers itself.
ICANN has to manage this problem by a timely introduction of a news routing
protocol. But even IPv6 is limited in this manner. How to decide who gets
one of the few primary prefixes?

I personally connect the first flate rate (self owned leased line)
