Yes, that's the reason for inventing them ;-)
No, the network structure ist based on IP addresses and AS interconnections.
In order to remember the IP addresses more easily a symbolic name was
invented. After a longer success period the host-tables became unmaintainable.
So the structured DNS was invented.
